New VC rule editor on CWG sandbox

Andreas Kraemer had a very interesting talk about improvements to the IPC at the Berlin conference and he also threw in a few "VC goodies" like the ability to use the PMEVC editor within the CU01/02 and CU21/22 transactions. I have implemented this on the CWG sandbox so that we can help SAP test this out more fully, here is how it looks:

The "bad-old" rule syntax editor is forever gone :) It seems this new editor is still somewhat rough around the edges so please contact me at sandbox@configuration-workgroup.com if you run into any problems using it.
